AbstractThe new problematic of urban governance is finding dramatic manifestation in the issue of urban waste management. Popular resistance to the siting of waste incinerators in Ireland is leading to a grave legitimacy crisis for the government. The nation-state is caught in a crisis due to popular opposition to the plans and the need to meet more stringent European Union (EU) guidelines on sustainable waste management and recycling.
